ACTUALIZACIÓN DEL TERCER CICLO DE ESTUDIOS UNIVERSITARIOS (Nuevo RD de Doctorado). Consejo de Ministros, 4 de julio.
El Consejo de Ministros ha aprobado en sesión del 4 de julio de 2023 el REAL DECRETO por el que se modifican el Real Decreto 99/2011, de 28 de enero, por el que se regulan las enseñanzas oficiales de doctorado; el Real Decreto 1002/2010, de 5 de agosto, sobre expedición de títulos universitarios oficiales; y el Real Decreto 641/2021, de 27 de julio, por el que se regula la concesión directa de subvenciones a universidades públicas españolas para la modernización y digitalización del sistema universitario español en el marco del Plan de Recuperación, Transformación y Resiliencia.
El objetivo principal de esta modificación es actualizar la regulación del tercer ciclo de estudios universitarios oficiales, centrándose en la adquisición de competencias y habilidades relacionadas con la investigación científica de calidad. El Real Decreto 99/2011, que actualmente regula las enseñanzas oficiales de doctorado, ha superado los diez años de vigencia y requiere ajustes para satisfacer las nuevas necesidades derivadas de los cambios en la sociedad y la educación universitaria.
El real decreto también introduce modificaciones en el Real Decreto 1002/2010, sobre expedición de títulos universitarios oficiales, con el fin de contemplar los títulos vinculados a enseñanzas de las iniciativas Universidades Europeas. Esto permitirá una mayor integración de las universidades españolas en estas iniciativas y garantizará la calidad de los títulos emitidos en el marco de éstas.
Además, se amplían los plazos de ejecución de las subvenciones otorgadas a las universidades públicas españolas para la modernización y digitalización del sistema universitario en el marco del Plan de Recuperación, Transformación y Resiliencia. Esta ampliación de plazos permitirá una mejor planificación y ejecución de los proyectos, asegurando que las universidades beneficiarias puedan cumplir con los plazos establecidos inicialmente y presentar la justificación correspondiente hasta el 31 de diciembre de 2024.
Entre las principales medidas adoptadas en este real decreto se encuentran:
Actualización de la regulación de las enseñanzas de doctorado para adaptarlas a las nuevas necesidades y transformaciones sociales y educativas.
Establecimiento de asesoramiento y plan de formación personal en las Escuelas de Doctorado para garantizar una adecuada integración de los estudiantes y la supervisión de la tesis doctoral.
Ampliación de la duración máxima de los estudios de doctorado, tanto a tiempo completo como a tiempo parcial, con la posibilidad de una prórroga de un año.
Inclusión de medidas para la supervisión y evaluación de la tesis doctoral, como la emisión de informes por parte de expertos externos y la composición equilibrada de los tribunales evaluadores.
Regulación de requisitos de acceso y admisión, menciones internacionales e industriales en los títulos de doctorado, tesis en régimen de cotutela y el Premio Extraordinario de Doctorado.

On 4 July 2023, the Council of Ministers approved the Royal Decree amending Royal Decree 99/2011, of 28 January, which regulates official doctoral studies; Royal Decree 1002/2010, of 5 August, on the awarding of official university degrees; and Royal Decree 641/2021, of 4 July, which regulates the direct granting of subsidies to Spanish public universities for the modernisation and digitalisation of the Spanish university system within the framework of the Plan for the Recovery and Digitalisation of the Spanish University System within the framework of the Plan for the Recovery and Digitalisation of the Spanish University System; and Royal Decree 641/2021, of 27 July, which regulates the direct granting of subsidies to Spanish public universities for the modernisation and digitalisation of the Spanish university system within the framework of the Recovery, Transformation and Resilience Plan.
The main objective of this amendment is to update the regulation of the third cycle of official university studies, focusing on the acquisition of competences and skills related to quality scientific research. Royal Decree 99/2011, which currently regulates official doctoral studies, has been in force for more than ten years and requires adjustments to meet the new needs arising from changes in society and university education.
The royal decree also introduces modifications to Royal Decree 1002/2010, on the issuing of official university degrees, in order to contemplate degrees linked to the teachings of the European University Initiatives. This will allow greater integration of Spanish universities in these initiatives and will guarantee the quality of the degrees issued within the framework of these initiatives.
Furthermore, the deadlines for the implementation of the subsidies granted to Spanish public universities for the modernisation and digitalisation of the university system within the framework of the Recovery, Transformation and Resilience Plan have been extended. This extension of deadlines will allow for better planning and execution of the projects, ensuring that the beneficiary universities can meet the deadlines initially established and submit the corresponding justification until 31 December 2024.
The main measures adopted in this Royal Decree include the following:
Updating the regulation of doctoral studies to adapt them to new social and educational needs and transformations.
Establishment of a counselling and personal training plan in the Doctoral Schools to guarantee the proper integration of students and the supervision of the doctoral thesis.
Extension of the maximum duration of doctoral studies, both full-time and part-time, with the possibility of a one-year extension.
Inclusion of measures for the supervision and evaluation of the doctoral thesis, such as the issuing of reports by external experts and the balanced composition of the evaluation tribunals.
Regulation of access and admission requirements, international and industrial mentions in doctoral degrees, co-supervised theses and the Extraordinary Doctorate Award.
