Declaration of equivalence to academic level of Doctor

Through this procedure you can request the equivalence of higher education degrees awarded by foreign institutions to a Doctorate academic level qualification .

The procedure will begin with a request from the interested person, addressed to the head of the University Rectorate, accompanied by the documents requested by the University for this purpose. The granting of equivalence will be accredited by the corresponding certificate of declaration of equivalence issued by the University in which the foreign degree held by the interested person, as well as the University of origin, will be stated.

Procedure

Request from the interested person

Request from the interested person using the form authorized for this purpose, which may be presented in the Records of the University of Zaragoza recognized as such, as well as in any other of the places indicated in Law 39/2015, of October 1, on the Procedure Common Administrative Code of Public Administrations (BOE 2/10/2015).

Required documentation:

The request must be accompanied by the following documentation:

  1. Certified/verified copy of the document proving the identity and nationality of the applicant, issued by the competent authorities of the country of origin or provenance (passport or others), or by the Spanish authorities competent in immigration matters (NIE). In the case of Spanish citizens, certified or verified photocopy of the DNI.

  2. Certified/verified copy of the degree whose equivalence is requested (or certification accrediting its issuance). Official translation (if applicable) .

  3. Certified/verified copy of the academic certification of the studies carried out by the applicant to obtain the degree whose equivalence is requested. The official duration in academic years, the study program followed, the subjects taken, the workload of each of them and their grades must be stated. Official translation (if applicable) .

  4. A copy of the doctoral thesis .

  5. Explanatory report of the doctoral thesis written in Spanish or English (or in another language in which case, an official translation into Spanish of this report will be required), indicating the members of the Jury and the grade awarded. This report will have a length of no less than four thousand words and will contain the objectives of the thesis, a bibliographic review of the previous knowledge on which the work undertaken is based; a summary of the discussion of the results obtained and the final conclusions of the thesis. In case of doubt, a legalized translation of the doctoral thesis may be requested.

  6. Curriculum Vitae of the applicant written in Spanish or English, which will specify the scientific production derived directly from the doctoral thesis presented, clearly differentiating it from the rest. A copy of said scientific production clearly derived from the doctoral thesis and written in English or Spanish (scientific publications such as articles, books, book chapters, patents, etc.) must be presented, accompanying the report of the previous point. .

  7. Accreditation of payment of the fee in accordance with the Public Prices Decree of the Government of Aragon for each academic year .

  8. Curriculum Vitae of the director of the doctoral thesis written in Spanish or English.

  9. Others (specify).

Requirements for documents issued abroad:

  1. They must be official and issued by the competent authorities, in accordance with the legal system of the country in question.

  2. They must be legalized through diplomatic channels or, where appropriate, through the Hague Convention apostille . This requirement will not be required for documents issued by the authorities of the Member States of the European Union or signatories to the Agreement on the European Economic Area .

    1. For the purposes of the provisions on providing certified copies, the legalization or apostille must appear on the original document , before making the copy to be certified.

    2. Note for documents legalized after 06/10/2013 : All foreign documents legalized by the Ministry of Foreign Affairs and Cooperation after June 10, 2013 (regardless of the date of issuance of said document) must be provided in its latest legalization signature of a transparent security label . From that same date, foreign documents duly legalized by Spanish Embassies or Consulates, as long as they have the aforementioned security label incorporated, will be fully valid in Spain without requiring subsequent legalization by the Legalization Section of the MAEC. They must be accompanied, where appropriate, by their corresponding official translation into Spanish .

Thus, it will not be necessary to provide an official translation of the complete copy of the doctoral thesis that must be provided with the applications for a declaration of equivalence to the Doctorate degree, but an explanatory report of the thesis written in Spanish or English (or in another language in which case, an official translation into Spanish of said report will be required) , with indication of the members of the Jury and qualification awarded. This report will have a length of no less than four thousand words and will contain the objectives of the thesis, a bibliographic review of the previous knowledge on which the work undertaken is based; a summary of the discussion of the results obtained and the final conclusions of the thesis. In case of doubt, a legalized translation of the doctoral thesis may be requested.

Accompanying this report, a copy of the scientific production clearly derived from the doctoral thesis and written in English or Spanish (scientific publications such as articles, books, book chapters, patents, etc.) must be submitted.

Mandatory report of the Doctoral Committee

The Doctoral Commission of the University of Zaragoza will examine the documentation provided by the applicant and will issue a mandatory report that will be submitted to the Rector with the proposed Resolution. For the issuance of said report, you may request the reports you consider necessary from other bodies or experts and the following criteria will be considered in accordance with Article 11 of RD 889/2022, of October 18, 2022:

  1. The resolutions of the procedures for declaring equivalence of foreign qualifications will be adopted after examining the documentation that accredits the training received by the applicant.

  2. The equivalence between the academic levels required for access to the teachings leading to obtaining the foreign degree, with respect to access to the Spanish university degree.

  3. The equivalence between the academic level involved in obtaining the foreign degree with which the declaration of equivalence is requested, to the academic level of the corresponding official university degree in Spain.

  4. The fundamental skills and knowledge that identify the foreign degree, as well as the duration and credit load of the teachings that lead to obtaining said degree.

  5. Knowledge and skills acquired by the person interested in other official university education other than the foreign degree that is intended to be equivalent may be taken into consideration , ensuring that they academically complement the training obtained through the degree that is intended to be equivalent.

Resolution

After the instruction of the procedure and the hearing process has been carried out, if applicable, the Rector of the University of Zaragoza, in view of the report issued by the Doctoral Committee, will issue a Resolution that will be reasoned and will contain one of the following pronouncements:

  • The granting of the declaration of equivalence of the foreign degree to the corresponding Doctorate degree.

  • The denial of the requested declaration of equivalence.

The maximum period to resolve and notify the resolution of the procedure will be six months , counting from the date on which the request has been entered in any of the records of the University of Zaragoza.

The lack of an express resolution within the period indicated in the previous sections will allow the request for a declaration of equivalence to be understood as rejected, as established in the twenty-ninth additional provision of Law 14/2000, of December 29, on Fiscal, Administrative and of the Social Order, and in Annex 2 of the same provision.

Certificate of equivalence to the academic level of Doctor

The favorable resolution of a declaration of equivalence will entail the issuance of a certificate by the competent body of the General Secretariat of Universities.

Prior to its issuance, the University will communicate it appropriately, for the purposes of its registration in the special section of the National Registry of Official University Graduates , in a special section, in accordance with Royal Decree 1002/2010, of August 5 , on the issuance of official university degrees.

The equivalence declaration certificates will be delivered to the interested person by appearing at an electronic office or through the electronic means enabled for this purpose.
